Noel O’Regan

CHAIR OF THE BOARD AND MANAGING DIRECTOR

Noel started his career within the humanitarian and philanthropic sectors, primarily based in London and later in Latin America. He holds a Master’s Degree in Politics and Economics of Development (1992) and has previous experience working in the Peacekeeping Department of The United Nations. Noel was a Founder, Director and Chairman of Threshold Centre Ltd and Threshold Housing Association Ltd and is currently the Chair of the Haematology Education and Research Trust, (UCH) and also a board member of the Gael Choláiste, Carrigaline.

He is also strongly associated with national and internationally well-known registered charities, where he was a former Chairman of Irish Guide Dogs for the Blind and is a Board Director of World Vision Ireland. From 2000 to 2005, Noel was Managing Director of SSAP Ltd, which he owned and developed. His love for innovation and passion for business continued as Noel purchased PMI Software from the PM Group in 2009, and now trades under the brand name PEMAC.

Peter Franklin

Peter has an accomplished record working within the medical device industry, in addition to other industries in both private and state enterprises. His qualifications include a first-class honours Master’s degree of Law at University of Galway, in addition to a Master’s of Business Studies at University College Dublin.

Peter holds the position of Global Governance, Contracts and Audit Director with renowned global medical device firm, Cook Medical. He also holds the position of board director of GS Verde Group, a law and accountancy firm specialising in mergers and acquisition for corporate clients worldwide.

Peter specialises in anti-bribery, anti-corruption laws worldwide, in addition to competition law (antitrust) and fair-trade legislation. He has also led major strategic growth initiatives in many different industries throughout his career, having worked in various capacities as head of marketing and public relations.

Dominick Tighe

Dominick Tighe was formally appointed a Director of PEMAC in 2021 having been involved as an advisor to the Board for many years.

He has held a number of accounting roles in both industry and practice throughout his career. From 1996 to 2014, Dominick was a partner in KSi Faulkner Orr, an audit, accounting and taxation practice in Dublin authorised by Chartered Accountants Ireland. Dominick’s particular areas of interest and expertise were Corporate Finance and the Not for Profit Sector. He held the Managing Partner role in the practice for 15 years. His focus has always been on the provision of practical and commercially astute advice in the rapidly changing environment in which businesses operate.

Dominick retired from general practice in 2014 and is now principally involved in an advisory role to a select number of businesses that are of specific interest to him.

Dr. Fiona MacLeod

Fiona qualified in medicine at Saint George’s Hospital Medical School, London, in 1982. She completed postgraduate training in clinical hospital medicine and general practice in the United Kingdom. In 1995, she obtained a Master’s degree, with Distinction, in Health Services Management at the London School of Hygiene and Tropical Medicine. In 2013 she obtained a First-Class Honours master’s degree in teaching & Learning for Higher Education at University Cork, Ireland.

Fiona has been employed in both hospital and general practice posts in the United Kingdom, and in general practice in Ireland. She has worked in developing and transitional countries including Peru, Angola, and the Republic of Macedonia, in the fields of health service development and research.

Fiona recently retired from the School of Public Health in University College Cork but continues to work part time on ongoing projects.
